Portsmouth Police are behind Client’s vehicle when they observe the vehicle swerving from lane to lane. Upon stopping the car and approaching the driver’s side window, police observe 2 people in the car and an odor of freshly burnt marijuana. Client admits he had been smoking marijuana earlier in the day. Police request Client submit to a blood test at the hospital and Client refuses.
